Educational Services
The Program
The ICF/MR is a long-term residential program which provides specialized training and developmental programming to children and adolescents (6-21 years) who have mental retardation and/or related developmental disabilities. Substantial functional deficits may be exhibited in learning, self-care, communication, self-direction, socialization, mobility, and capacity for independent living. The 61 children & adolescents are located in community based group homes which provide a normal living environment and enhance the opportunities for success.
The Treatment
A structured setting is provided for children and youth to acquire adaptive behavior skills.
The Individual Program Plan (IPP) is developed by the Interdisciplinary Team within 30 days of admission.
The IPP contains strengths, needs, goals, objectives, and discharge plans. The goal is to enable each individual to return to the least restrictive environment, preferably the home setting.
Areas of emphasis include:
- Developing self-care skills
- Acquiring transitional skills
- Improving communication
- Strengthening coping skills
- Identifying skills deficits and minimizing maladaptive behaviors
Residential training focuses on the individual and includes the family through annual program planning, special treatment planning, overnight and day passes, and family support services.
Special services include:
- Health services training
- Nutritional assessments with special diets
- Social skills training
- Varied recreational activities and community events
- Physical and occupational therapy
Highly integrated psychological and psychiatric services are provided to proactively treat severe emotional, behavioral and/or developmental disturbances.
The Staff
Programming and treatment are coordinated by Qualified Mental Retardation Professionals (QMRP) who work directly with psychology, social services, nursing, psychiatry, medical, speech, and educational staff.
For children with special medical, behavioral, and psychological needs, special consultation services with outside professionals are available.

The Program
The Psychiatric Residential Treatment Facility (PRTF) is a highly structured, therapeutic environment for children and adolescents who are in need of intensive services to effectively treat severe emotional, behavioral, and/or developmental disturbances. Most individuals are referred following the receipt of outpatient treatment or stabilization in an acute care setting. The PRTF is composed of ten cottages located on 2 campuses and offers each child and adolescent the opportunity to address key issues with the care and support required to achieve success.
The Treatment
The PRTF functions under a medical model, takes a cognitive behavioral team approach to treatment, and works to reunite children with their families.
After a comprehensive assessment of developmental, therapeutic, and educational needs, an individualized treatment plan is developed by psychiatry, therapy, psychology, medical/nursing, education, recreation, and other related disciplines.
Areas of emphasis include:
- Enhancing self-esteem
- Stabilizing mood
- Developing coping strategies
- Minimizing negative behaviors
- Improving relationships with family, peers, and teachers
The treatment experience includes individual, family, and group therapy, milieu, and special activities therapies. Therapeutic school services are also provided.
Demonstrated changes include:
- Attaining academic grade levels in core subjects
- Accepting responsibility
- Functioning in group and community settings
- Working toward independent living arrangements
Intensive treatment is available for those in need of behavior programming, pharmacological intervention, higher degrees of supervision, and special training in adaptive skills such as communication, daily living, and socialization.
The Staff
Treatment is supervised by psychiatrists specializing in child and adolescent care, and is provided by a wide range of highly trained professionals.
Specialized consultation services with outside professionals are also provided to meet medical, neurological, psychological, dental, pharmacological, and other treatment needs.

The Program
The Education Department of Millcreek is approved by the Arkansas Department of Education and operates according to the guidelines of that department. Millcreek offers education programming for the student requiring mental healthcare services, including specialized instruction for students with disabilities as outlined in the special education regulations.
Students are assigned to classes based on grade level and/or age. An Individual Education Program (IEP), with emphasis placed on the individual’s achievement and based on realistic and measurable goals is developed and implemented for each student designated as having a disability. Regular education students follow the curriculum as outlined in the Arkansas Frameworks.
The educational program stresses the importance of the individual and the belief that each student must be recognized as unique and should have a specific course of instruction prescribed in a stimulating environment designed to develop the whole child to his or her fullest potential intellectually, socially, emotionally, and physically.
Accreditation
Millcreek Education Programs are accredited by the State Department of Education, Special Education Section.
The Staff
Certified Teachers licensed by the State Department of Education conduct instruction in a self-contained educational setting.
Special Services
Speech/language, occupational, and physical therapy services are provided as needed.
